I have the honour to refer to the third
paragraph of your confidential despatch of 22nd August,
1939, in which you confirmed that provision should be made
in the estimates for 1940/1941 for a new post of Senior
Health Officer, and to recommend for this appointment
Dr. J. P. Fehily who at present holds the post of Port
Health Officer.
2.
I should inform you that the claims of Dr. G.W.
Pope, Health Officer, who arrived in this Colony shortly
after Dr. Fehily but has considerably more total service,
have been fully considered, but that I am satisfied that Dr. Fehily is in every respect more deserving of this promotion which of course carries no immediate financial
benefits.
